Okay so I have seen a lot of when you start a program or start exercising when thing you should do is a fitness test of some sort so you have a way to measure your progress. One way or item I have seen on fitness test is a 1 mile walk/run. I really don't have a way to d this outside so I need to use my treadmill which I know makes it harder to get a accurate reading. However, here is my question: What incline should i use when I do it? I know that no incline isn't realistic but what be for a fitness test? If you go to a walking track that would be a very low incline right? I'm just curious.

I would say to not use an incline for a fitness test or if you needed one very low like you said. You wouldn't be running up a hill as a beginner (I now I wouldn't) so go low!

I think zero also. And as long as you use the same settings for the "retest" you'll see whether there has been improvement or not.
