I have at least 4 workbooks that our school "required" us to buy for classes. Turns out the teachers aren't using those workbooks anymore. School won't take returns because it's past their return date stated on the receipt. Nor would they take them back from my girls when they tried. I looked online and these books resell for $1.00-3.00. What I paid $12.00 each for. Maybe I should go in and talk to them? What a ripoff! Now I know not to buy any workbooks until the teacher tells my daughter personally that she will need them.

My oldest is 26.....the youngest is still in high school.
In all this time....I have known 1 teacher.....just 1....who begins class on page 1 of a book, and ends the last day on the last page of the book...he doesn't skip lessons, hop around lessons, etc. Before he was a teacher, he was a professional engineer.....
I think in some cases.....teachers order workbooks / create the curriculum, then the teacher changes, and someone who ends up teaching the class doesn't want to use what someone else selected.
It is frustrating.

Assuming you've confirmed that the teachers have zero plans to use these books at all this year, I'd be going in, workbooks in hand. "These were required purchases, so we purchased them, but it turns out that the teachers are not using them. The store will not give us our money back for them at this point. How would you like to rectify this?"
As far as I see it, they can either require the teachers to use the workbooks (all of them), or they can refund your money. If they try to tell you that they should have reviewed the required reading list but it's too late now, let them know that you'll be happy to let the school itself purchase them from you, at the price you paid, and the school can then have them as classroom resources.
